DUMAGUETE CITY
SECURITY AND SAFETY ADVISORY
(as of 15 November 2007)
I. INTRODUCTION
This is the Police’s Security and Safety Brief for visitors and transients for the 59th Charter Day / Fiesta 2007 on November 16-26, 2007. The discussion will portray the prevailing crime situation in the city. Also highlighted in the report is the security advisory to make the visitors’ stay in the “City of Gentle People” safe, enjoyable and crime-free.
II. GENERAL INFORMATION
Dumaguete City, located on the southeast of the Negros Island, is the capital city of the province of Negros Oriental in Central Visayas. With an area of 3,426 hectares, it is bounded in the east by the Mindanao Sea, on the north by the municipality of Sibulan, Bacong on the south and Valencia on the west. It has 30 barangays and a population of 120,000 that increase to more than 400,000 during daytime. The city is a fascinating place of friendly, warm and hospitable people.
Dumaguete has earned the distinction of being known as “the center of learning in the south,” or a "university city" due to the presence of Silliman University (founded in 1901) and other prestigious schools and colleges. The city's ambience and tranquil, moderate way of life make it conducive to learning and intellectual pursuits. The city has become a melting pot of students, professionals, artists, scholars and the literati coming from different parts of the country and the world.
The city is the service center of regional commerce and trade as well as the administrative center of national and provincial government offices. The various private and public educational institutions serve as "engines of growth" that sustain the city's economy. Dumaguete is accessible by air, land, and sea from major cities in the country. Two airlines provide three (3) daily flights to and from Manila. Fast sea crafts also serve the Cebu-Bohol-Dumaguete-Mindanao (Dipolog) route for quick trips or island hopping. Inter-island ships provide regular service to and from Manila and other seaports in the Visayas and Mindanao.
There are about 3,500 business establishments registered with the city government in agriculture and fisheries, trade and industry, services and amusement sectors. There are three (3) government-owned banks, 24 commercial banks, 44 non-bank financing institutions, 14 credit cooperatives and 45 pawnshops.
There is an abundance of electricity which is supplied by the geothermal wells of the Philippine National Oil Company and the National Power Corporation. Dumaguete is blessed with sufficient groundwater which supplies the needs of all 30 barangays.
Dumaguete City is the gateway to adventurous pursuits such as snorkeling and scuba diving in Apo Island, spelunking in Mabinay, or mountain or nature trekking in Mt. Talinis and Mt. Canlaon. A number of hotels and beach resorts are found in the city.
III. PEACE AND ORDER SITUATION
Dumaguete City remains conducive for business with peace and order under control. The Crime Volume (CV) registered a downward trend compared to the similar period of the previous year.
a. Criminality
For the past ten (10) months, the Total Crime Volume (TCV) was recorded at 188 crime incidents. By comparison, it is lower by 48 incidents compared to previous year’s figure of 236 incidents. The Average Monthly Crime Rate (AMCR) is 18.8 incidents.
Common street crime incidents include burglary, theft and robbery/hold-up. Burglars prey on dormitories and residences while thieves hit unattended valuables and vehicles parked in unsecured/poorly-lit areas. Robbers/Holduppers usually ride in tandem on a motorcycle and uses small caliber firearms.
Physical injury cases are more common than Murder/Homicide. There is no rape case recorded this year.
b. Security Operations
This year, the Dumaguete City Police provided security to visiting national leaders, foreign dignitaries, Napolcom commissioners, police commanders, movie and recording artists, and other VIPs. Among our visitors were H.E. President Gloria Macapagal-Arroyo, Senator Francisco Pangilinan, Senator Loren Legarda, Senate President Manuel Villar, Senator Edgardo Angara, Chief Justice Reynato Puno, Ambassador Peter Bekingham of United Kingdom, Ambassador Kiram Jalantari of Iran, singer David Pomeranz, PBA teams San Miguel and Talk n Text, and other artists/ personalities.
Also, DCPS conducted security operations during international conventions and special events held in the city. Police security personnel were deployed at the following events – International Rondalla Festival, PBA Basketball Games, Labor Day, Kabulakan Mayflower Festival, Philippine Independence Day Celebration, All Souls Day, Silliman University Alumni Homecoming Week, and concerts performed by David Pomeranz, Sarah Geronimo, Kundinara, etc.
c. Organized Crime Groups
With regards to Organized Crime Groups (OCG), the city has not monitored the presence nor occurrence of any crime involving syndicated or organized crime groups. Crimes recorded or that has occurred within the city involved only petty crimes perpetrated by individuals, some of which have affiliation with local street gangs. The environment of the city and the attitude of the residents are not favorable for organized crime group/s to thrive. The city is an urbanized area, but the neighborhood is so closely affiliated or knitted whereby, new faces or personalities could easily be detected.
d. Internal Security
The city enjoys the tranquility with the absence of any violent incidents perpetrated by the Dissident-Terrorists (DTs), reasons of which could be attributed to the ongoing peace process being initiated by the Provincial Government of Negros Oriental, with the RPA-ABB, one of the most prevalent armed dissident groups in the province. Presence of cause-oriented groups can be felt but their activities are limited only to the conduct of peaceful march rallies and protest actions, hitch-hiking on the current political, social, and economic issues. There is no insurgency-affected barangay in the city.
e. Terrorism
The presence of any terrorist groups has not been felt in the city even during the height of terroristic activities in other parts of the country.
On the problem of kidnapping perpetrated by Abu Sayyaf Group (ASG) or Kuratong Baleleng (KB), the possibility that this groups can always come to Dumaguete City due to its proximity, but since then, there were no reports of their presence or arrival in the area.
IV. SECURITY ADVISORY
On November 16 to 25, 2007, Dumaguete City is celebrating its 59th Charter Day and City Fiesta. Expectedly, visitors and guests will flock into the city to witness and take part in the celebration. Criminal elements will also try to take advantage of the big number of people during the two-week celebration. In this view, the DCPS warns the public to be more vigilant, stay in recommended places, and avoid certain crime-prone areas in the city.
DCPS recommends these places to visit – entire stretch of Rizal Boulevard; The Bell Tower and Cathedral, the Food Fest at Quezon Park; the main commercial district (Lee Plaza, Cang’s Department Store, Ever Mall, Mart One, etc.) along Perdices Street; Silliman University on Hibbard Avenue; the Provincial Capitol and Aquino Freedom Park along the Dumaguete-North Highway; the restaurants, cafes and spas (McNeloy’s La Cavitena restaurant, Jo’s Inato, Sted’s, Scooby’s, Chantilly, Thai Boran, Mr. D Eat-All-You-Can, etc.) along Silliman Avenue; and the restaurants and bars (El Camino, Barefoot, Lab-as, Hayahay) at the northern end of Flores Avenue. Drop by at Sans Rival along San Jose Street and FoodNet along Sta. Catalina Street, too. These areas and the streets are marked GREEN in the city street map.
Visitors are advised not to loiter in Barangay Looc, portions of Flores Avenue, Bypass Road, Luke Wright Street and the Amigo Subdivision area as these streets/places are regularly monitored by the PDEA/PNP/NBI anti-drug operatives. Colon Extension and Independencia Street near the public market must be avoided especially during night time. These areas/streets are marked RED in the city street map. The rest of the city is relatively safe.
V. ASSESSMENT
In general, the peace and order situation in Dumaguete City is in a manageable level. Intensified police patrols and visibility had contributed so much to the crime prevention and suppression efforts of the police. Sustained linkages and rapport with the community emboldened with corresponding responsive and productive acts contributed to the strengthening of bonds between the community and the police. This in turn generated cooperation and support from the community towards the maintenance of peace and order. No less than H.E. President Gloria Macapagal-Arroyo declared in February 2007 that Dumaguete City is the most peaceful city in the entire country.
